I've seen this done a few times and wanted to try it out myself.   This was a test run so I've cheated with fairy cakes from the supermarket!  The pot is a leftover from our wedding.  The cupcakes are shoved onto skewers cut to size.  A little tab of sticky tape around the skewer will prevent the cupcake from sliding down.  The butter icing is piped from the inside out to make the rose effect.

I've done this to a small scale with only six cupcakes but you could do it with loads.  I've also seen it done with the cupcakes iced to look like different flowers in a variety of colours.
